FIRM PROFILE   

If you want experienced master Mechanical, Electrical, and Plumbing design engineers who are construction oriented and can help you with every aspect of your construction project, then you need Spencer Engineers, Inc. (SEI) for your construction project.  This includes new construction, new additions to existing facilities, remodeling of existing facilities, and/or up-grade of existing facility infrastructure projects.  We are the Engineer of Record (EOR) for projects located in Arctic, Desert, Coastal, Earthquake, High Altitude, Monsoon, and Hurricane Prone areas.

If you want drawings and other contract documents that are complete, and do not require that you pay the contractor "extras" for items that your AE (Architect-Engineer) Design Firm left off of the drawings and/or out of the specifications, then you need SEI.  No firm produces perfect drawings and specifications, but SEI has produced excellent results with our in-house Design Quality Control Program and our Construction Quality Control Program.  The ACASS summary (Department of Defense AE performance summary maintained by the Corps of Engineers) printout on 30SEP96 for SEI and/or SDJ&S indicates 21 completed projects with one excellent performance rating, one above average rating, and the remaining 19 projects with an average performance rating.  ACASS summary printout 08MAY00 reveals 11 projects with one above average rating and 10 projects with an average rating.  The complete ACASS report indicates that all but two of these DoD projects were completed without any contract modifications due to design deficiency.  These two project modification amounts totaled less than $10,000.00.  The total construction value amounted to more than $60,000,000.00.  The Army did not contact us concerning these items.  These reports also indicates that all of the projects had the low bid within the funds available, that the AE services were performed within the time frame allocated, and that all projects were awarded construction contracts.  SEI has commendation letters from U S Army personnel commending SEI for our AE project management performance.  These commendations are in reference to the total project including programming, design, management, cost control, timely service, quality of work and construction contract administration.  SEI must have performed to the satisfaction of these DoD clients, or SEI would not have been awarded such a continuous stream of DoD projects.

If you want to have experienced and competent construction contract administration to assure that your project is constructed in accordance with the contract requirements (that are indicated on the drawings and in the specifications) without extensive contract modifications and "extras" to complete the project and pay for items that the AE left off of the drawings or out of the specifications, then you need SEI for your construction project.

If you want to have rapid response from an design professional that is familiar with your project and will ensure that your concerns, including emergencies, are handled properly, then you need SEI. 

If you want to work with designers that invite a close relationship with you, and will enjoy your participating with the design conferences where the design decisions are made during the project development, then you need SEI.  

If you are interested in control of the construction cost of your project, then you need SEI.  All of our designers in each design discipline are also the construction cost estimators that prepare the "Final Government Cost Estimates" that are used at the project bid openings in accordance with the FARS (Federal Acquisition Regulations) & DFARS  (Department of Defense Federal Acquisition Regulations) .  SEI believes that all designers should also be the cost estimators.  This keeps the designers cost conscious, in lieu of the ivory tower type designers whose designs are sometimes too expensive to be constructed.  We also believe that the designers should perform the Construction Contract Administration for the projects that they design in order to assure the constructability of their designs to the point that construction problems are minimized.  Construction cost control is emphasized by all of our licensed professionals and by all of the SEI designers.
