P.E. is the Engineer of Record (EOR) for the successful completion of more than 80 Federal Government multi-million dollar construction projects where Gerald Spencer was the project manager who assembled, supervised and directed a diverse team of multiple design discipline engineers (Civil, Architectural, Furniture Fixtures & Equipment, Interior Architecture, Structural, HVAC, Electrical, Communications, Instrumentation, Fire Protection, Fire Alarm, Plumbing, Security, Government Furnished Equipment Installation, Energy Consumption calculations, Life cycle cost analysis, and any other Construction Contract Documents) and designers to the successful completion of the production of contract documents for federal government construction projects. All of these projects were completed with change orders less than $10,000.00 due to Design Deficiencies in the Contract Documents in the U S Army Corps of Engineers Contracts. The Contract Documents that are necessary to define the construction requirements for a federal government project must be in strict accordance with the applicable Government Regulations and the interpretations of those regulations by the agency procuring the construction. Some of these projects were of scale in excess of $10,000,000.00 construction cost. Spencer Engineers, Inc. (SEI) was contracting directly with the Federal Government for these projects. None of these projects were greater than $15,000,000.00 construction cost. Mechanical, Electrical, Plumbing (MEP) and Energy Analysis engineering design firm available as a consultant to design professionals and facility owners. SEI prepares drawings, specifications, and other contract documents that define the requirements for constructing the MEP systems for a proposed building. This allows all of the prospective bidders to all bid on the same MEP building systems with the same features. We have specialized in serving corporate, institutional and the governmental clients. We have also been the AE of record for high rise speculative office buildings and for hotels. Gerald Spencer, P.E. is a registered professional engineer with NCEES national certification for the mechanical and electrical design disciplines. Gerald Spencer, P.E. holds active Electrical and/or Mechanical registrations in 26 states plus an electrical engineering license in the Commonwealth of the Northern Mariana Islands. We have extensive recent experience designing many different types of Federal Government Military projects, including data processing facilities, Foreign U. S. Embassies, Foreign U. S. Consulates, Sensitive Compartmented Information Facilities (SCIF), power generation facilities, emergency operating facilities, research laboratories, training projects, flight simulator projects, military family housing, BOQ’s, UAEP’s, aircraft hanger renovations, administrative facilities, land use planning, site development planning, maintenance facilities, environmental EPA compliance facilities, EPA mandated remediation plants, EPA compliance aircraft wash-racks and EPA compliance military vehicle wash-racks. These projects have been located in Arctic, Desert, Coastal, Earthquake, High Altitude, Monsoon, and Hurricane Prone areas. We are available to perform your engineering design (almost) anywhere in the world. We have consultants available for specialized design disciplines such as architecture, civil, structural, interior design, acoustical analysis and design, elevator design, industrial hygiene, roofing and moisture protection design, geotechnical engineering, materials and corrosion control, landscape design, land surveying, telecommunications system design, audio-visual equipment design, and/or fire protection that are not required for every project.
