Consultants

1.   STRUCTURAL DESIGN:  Mr. John L. Elam, P.E. is the EOR for the design and the construction of  the structural portion of many SEI construction projects for the past 35 years, including many foreign projects.  We have StruCAD*3D and ETABS structural design programs in-house, to analyze rigid frame structural designs.  We have developed a library of structural construction details for use in preparation of structural contract documents.  John Elam is the EOR for seismic design projects in the central continental U.S., the offshore Pacific coastal, and the western India active seismic regions. Mr.  Elam is familiar with the building code source documents, The National Earthquake Hazard Reduction Program (NEHRP)  Recommended Provisions for Seismic Regulations for New Buildings and Other Structures, as well as building codes from The Building Officials and Code Administrators (BOCA) and The Uniform Building Code (UBC).  These projects have been for NASA, USPS, NIMA, GSA, the Corps of Engineers, USAF, U S Navy, Institutional clients, and commercial clients.  These projects have been designed to be located in Arctic, Desert, Coastal, Earthquake, High Altitude, Monsoon, and Hurricane Prone areas.

2.      CIVIL DESIGN:  Mr. John L. Elam, P.E. is the EOR for the design and the construction of  the civil portions of many SEI projects during the past 35 years, including many foreign projects. 

3.      ROOFING AND Moisture Protection Design:  AMTECH is one of our consultants that uses an infrared imaging system and a Troxler Nuclear roof moisture gauge for detailed analysis of moisture contamination in a roof system.  AMTECH stays current on technology and accepted guidelines through memberships in the Roofing Consultants Institute, Construction Specifications Institute, Institute of Roofing and Waterproofing Consultants and the American Institute of Plant Engineers. 

4.      GEOTECHNICAL engineering: Murillo Engineering has been our geotechnical consultant for 30 years.  We require that Murillo Engineers review the soils investigation report provided by the government or by other parties as a precaution for our design quality control.  Murillo Engineering has been our consultant on several Corps of Engineers (CESWF), USAF Lackland AFB, and NASA-JSC projects.

5.     INTERIOR ARCHITECTURE DESIGN:  Because interior design is an integral part of any project (either new or remodeling), we provide either in-house staff or outside consultants with experience in space planning, flow charts, programming, color coordination, custom millwork, furniture layout, furniture selection and interior detailing.  Beth Allen-Brock will be responsible for the selection of the furniture, fixtures and equipment of this facility.  Ms. Brock has extensive experience with the requirements for U.S. Government projects.  We recently worked with Ms. Brock who completed the Interior design for the Mine Warfare Center at Ingleside Naval Station at Ingleside, Texas.

6.      ELEVATOR INSPECTION and DESIGN:  Persohn/Hahn Associates, Inc. are expert consultants in elevator analysis and evaluation and new elevator design.  Each of the principals has at least 30 years’ experience in the design, maintenance and evaluation of elevator systems.  Persohn/Hahn was the EOR for the modernization of the elevators in the Federal Office Building in Austin, Texas.  They have also served our consultants for DoD classified facilities.

7.   LANDSCAPING:  SEI has employed George Porche & Associates as our Landscape design consultant for DoD projects during the past 20 years.  We might use local Landscape Architectural firms, and have Mr. Porcher review the design.  Mr. Porcher has been awarded the following design awards:

8.      FOOD SERVICE DESIGN:  SEI is the AE of record for the design and the construction of  many Restaurants, Dining Halls, Canteens, and Snack Bars.  SEI uses The McCleary Partnership, The Wong Partnership, and/or the H. G. Rice & Company as our food service design consultants.  H. G. Rice & Company was our consultant for the remodeling and addition of the White Oak Dining Hall at Lackland AFB, Texas.

9.      materials and corrosion control:  Corrmet Engineering Services, Inc., has extensive experience in the design of corrosion protection systems for industrial facilities such as refineries, petrochemical plants, shipbuilding and pipelines.

10.   acoustical analysis and DESIGN:  Hoover & Keith have been our acoustical sound attenuation consultants for 25 years.  Projects include the Jones Hall for the Performing Arts in Houston, Texas and the auditorium at the King Abdulaziz Military Academy in Saudi Arabia.
