COST ESTIMATING

Gerald Spencer has prepared early preliminary, preliminary, concept, intermediate design, advance final design, and final government construction cost estimates as required by Federal Acquisition Regulations (FARs),  ENGINEER FAR SUPPLEMENT (EFARS), and/or Department of Defense Federal Acquisition Regulations (DFARs) for more than 200 federal government projects during the past 35 years. 

These  construction cost estimates are prepared using the U. S. Army M-CACES (Minicomputer Aided Cost Estimating System), the 15 part CSI format, and/or the 12 Part estimating format that is preferred by the Department of State on DOS-FBO foreign country projects.  Gerald Spencer has been trained and certified by CESWF (Corps of Engineers, Southwestern Division, Fort Worth District) to prepare construction cost estimates using the U. S. Army M-CACES (Minicomputer Aided Cost Estimating System) to derive anticipated construction costs, current working cost estimates and final government cost estimates.  Spencer Engineers, Inc. (SEI)  has M-CACES Gold Version in-house.  Gerald Spencer has prepared construction cost estimates using the NAFAC (U S Navy Facilities Command) CES (Cost Estimating System) to derive anticipated construction costs, current working cost estimates and final government cost estimates.  Gerald Spencer has also prepared construction cost estimates using the NASA Format and Criteria.  Gerald Spencer has also prepared construction cost estimates using the USAF form 3052.  We generally prefer RS Means cost resources in addition to actual price quotations. 

Gerald Spencer has also prepared construction costs estimates to assist in building owners with insurance claims due to fire, wind, water and/or other damage to their facility.

Using a computer program to estimate or analyze costs helps to eliminate mathematical errors and saves time.

1.    Cost Accuracy History:  Gerald Spencer has prepared the "Final Government Cost Estimates" for all of our federally funded projects (more than 200) for the past 30 years where we were the AE of record for the entire project.  This is about 12 construction projects per year.  We have copies of our ACASS records (file number 000463) that indicate that our construction cost estimates have been accurate and close enough to the lowest publicly received competitive bid that the government could award a contract of all of our projects since 1992 according to ACASS records.  Prior to 1992 we do not have ACASS records available but we prepared accurate construction cost estimates since 1971 and did not have any instance where the government could not award a project due to any inaccuracy in our construction cost estimates.

2.    All SEI designers are normally the construction cost estimator for their projects.  This keeps our designers abreast of current construction costs.  We prepare the "Final Government Cost Estimates" that are used at the project bid openings in accordance with the FAR's & DFAR's.  We also have the designers perform construction contract administration for projects that they design to assure the constructability of their designs. 

3.    PROGRAM, CONCEPT, PARAMETRIC AND EARLY PRELIMINARY CONSTRUCTION COST ESTIMATING:  Spencer Engineers, Inc. (SEI) designers have many years’ experience and can prepare cost estimates for funding purposes without a design or documentation.  SEI designers have past experience of many completed projects and the current construction cost criteria that enables each designer to provide a cost estimate for systems that are minimally defined and/or minimally documented.  It is impossible for even the most experienced estimator to know what each designer has in mind for a new facility, and this is why the designers need to be cost estimators to better arrive at parametric construction costs.  (The designer might not have fully decided what will consist of the final design.)

4.    CONSTRUCTION COSTS DURING DESIGN Gerald Spencer updates cost estimates during the design phase and advises the client when it appears the cost estimate will exceed allowable construction funds.  The SEI designers are normally the construction cost estimators for their portion of a project.  We use M-CACES or the CSI estimating system for interim construction cost estimating at various stages of design.  We advise clients of projected construction costs and recommend changes when they exceed project funding.

5.    cost analysis:  Gerald Spencer has also reviewed many construction cost estimates for construction contract modification proposals and for 8A negotiated contracting.

6.    CONSTRUCTION COST control:  All SEI designers also perform construction contract administration for our projects to assure the constructability of our designs within the funds available and this tends to minimize construction problems.

7.   INSURANCE CLAIM COST DAMAGE ESTIMATING:  Gerald Spencer has prepared construction cost estimates to assist owners with damage claims against their insurance carriers.
