Gerald R. Spencer, P.E. has 40years’ experience in the design of the HVAC and electrical systems for electronic telephone communications facilities. We also have extensive experience with the installation of all types of computers including the CRAY I super computer. Gerald R. Spencer, P.E. is veterans in the field of 400 Hz power generation and distribution for super computers and avionics, trouble shooting electronic telecommunication and computer installations for the sources of transients, and designing UPS systems. Gerald R. Spencer, P.E. has worked closely with Southwestern Bell Telephone Company (SWBT) in the design of new and remodeled buildings for their equipment.     1. Preliminary engineering reports and evaluation studies for NASA Johnson Space electrical systems.
 
    2. Gerald R. Spencer, P.E. prepared the study for the reliability of the electrical service to the NASA FLIGHT CRITICAL SYSTEMS.

    3. At NASA Johnson Space Center Building 16, Gerald R. Spencer, P.E. field analyzed the interrupting capacity requirements for the Flight Critical Systemsswitchgear at the MISSION CONTROL.

    4. Gerald R. Spencer, P.E. performed facility electrical service evaluations and studies of the headquarters building for Exxon USA.

    5. Gerald R. Spencer, P.E. performed facility evaluations and studies of Exxon USA Center:Johnson Space Center data processing systems using the U. S. Army Reliability Report Requirements for Communications Networks. This involved a review of operational and maintenance logbooks to develop a database of power failures and disturbances.ground loops were causing circulating currents on the single-point ground (Mecca ground system) for the shuttle mock-up. This caused the zero reference for instrument calibration to float, or change when an item of equipment was turned off or on. We revised the electrical distribution system and the grounding system.Headquarters building to determine how much additional electrical load for new data processing equipment could be added to the existing 12.47KV service and indoor distribution systems.Headquarters building to determine how much additional electrical load for data processing equipment could be added without modifications to existing electrical service.     6. Gerald R. Spencer, P.E. performed several studies to define harmonic circulation currents at different parts of the electrical distribution system at the Exxon USA Headquarters building to document harmonic circulation currents prior to adding new solid state elevator equipment.

ENGINE GENERATOR INSTALLATION DESIGN


Gerald R. Spencer, P.E. is the EOR for the design and the construction of emergency power systems including diesel engine, natural gas engine, and turbine engine driven electrical standby power generators. (plus one flame fired thermocouple DC power generation system for an un-manned microwave relay power station at Ignak, Alaska). Most of our diesel and gas turbine experience has been for Southwestern Bell Telephone Company UPS projects. A natural gas engine generator was installed at the Brazoria County (TX) jail. The largest diesel engine generator installation (two 1250 KVA generators) was for the DFW FAA facilities. Gerald R. Spencer, P.E. has also provided new switchgear and controls for four 1350 KVA generators with parallel 3000 KVA transformers for the Mission Control Center at NASA-JSC. The largest gas turbine engine generator (750 KVA) was installed the Southwestern Bell Telephone Company. Many of these projects had multiple parallel engine generators that were controlled by programmable controllers. UNINTERRUPTIBLE POWER SUPPLY SYSTEMS


Gerald Spencer, PE is the EOR for the design and construction of more than 25 uninterruptible power supply (UPS) systems for Southwestern Bell Telephone Co., NASA Johnson Space Center, Exxon, the FAA, the Department of State, and the U.S. Army.

POWER CONDITIONING


Gerald Spencer, PE is the EOR for the design and construction of more than 15 power conditioning systems to correct power quality where improved power quality was needed.

POWER FACTOR CORRECTION


Gerald R. Spencer, P.E. has performed many power factor correction economic life cycle cost analysis to economically justify the cost of the installation of capacitors. These studies have included systems for entire buildings and sub-systems for individual motors. We have formally analyzed the operation of synchronous motors at the Houston Main Post Office because these motors require special care and analysis to minimize economic electrical demand charges by the power company.

EMERGENCY OPERATING CENTER DESIGN


Gerald R. Spencer, P.E. is the EOR for the design and the construction of many SCIF facilities, Airport Control Towers, Secure Department of State Communications Centers, one FBI fall-out shelter, and other emergency operating centers where operations needed to occur at all times without regard to the commercially provided infrastructure utilities. Gerald Spencer, PE is the EOR for the HVAC and electrical for facilities that are required to be operational during times when normal power and other utilities are not available. Gerald R. Gerald R. Spencer, P.E. has prepared formal written studies that economically documented proposals to modify the power systems at NASA-JSC Building 48. Gerald R. Spencer, P.E. is the EOR for modifying the source neutral-ground in order to reduce available fault current requirements of various items of interrupting equipment switchgear.

LOAD FLOW STUDIES


We use the SKM program to automatically calculate load carried at any distribution point through looped services with various switching conditions.

STEP BY STEP PROCEDURES TO ELIMINATE OR MINIMIZE SERVICE OUTAGES TO BUILDINGS 


Gerald R. Spencer, P.E. is the EOR for many electrical service change-outs that were accomplished without loss of service to the entire building only short outages for changeover of individual loads to the new electrical service.

HARMONIC CIRCULATING CURRENT ANALYSIS


Gerald R. Spencer, P.E. uses Reliable Power Meter instruments and Reliable Power Meter Professional Power Recorder System (RPM) software to analyze output data and to determine the power condition at various points within building power systems. Our formal reports to Owner/User are written so that a layman can understand the data. We normally install the current transformers and voltage connections ourselves at foreign State Department locations and at other secure locations.

RELIABILITY AND REDUNDANCY


Gerald R. Spencer, P.E. is the EOR for defining the reliability of existing electrical service and designing reliability and/or redundancy systems, e.g., parallel primary distribution feeders to building transformers, parallel building transformers, power condition equipment, un-interruptible power supplies, dual feed from the power company, sectionalized ring buses for power company voltage, multiple power company transformers and emergency power generators. At NASA-JSC (Houston) Gerald Spencer, PE formally determined site and defined the electrical service reliability to the flight critical electronic data processing equipment that was located in various buildings at the JSC site, and redundancy requirements using the U.S. Army Reliability Report Requirements for Communications Networks. The electrical reliability is similar to a chain where if any one link fails, the system fails, but with electrical service we must plan for the failure of every link in the chain, even the strongest link. We calculated the Mean Time Between Failures (MTBF), and the Mean Time Between Disturbances (MTBD). This was a tool to evaluate and compare various proposed reliability up-grades.

PRIMARY VOLTAGE POWER DISTRIBUTION


Gerald R. Spencer, P.E. is the EOR for projects where the local power company designs and installs the electrical service and also for federal government and military modifications and additions. Gerald Spencer, PE is the EOR for the design and construction of more than 40 power distribution projects including the following electrical primary distribution and street lighting design projects during the past 10 years:

1. NASA-White Sands Testing Facility, repaired and up-graded 29KV primary distribution (35KV class de-rated for altitude to 29KV) and street lighting systems, and new 1MW service to bldg 260 test equipment.

2. NASA-JSC, repaired/replaced overhead 12.47KV distribution and street lighting system in Areas 200/300, new undergroune primary service to 4 new buildings, and up-graded primary distribution to several other existing buildings.

3. NASA-JSC Building 30S, upgraded 12.47KV primary service to accommodate Mission Control Center UPS systems.

4. U S Navy, Ingleside Naval Station, TX, Fleet Mine Warfare Center, designed 12.47KV electrical primary distribution system and street lighting modifications to serve a new 87,000 SF teaching/training facility and a new 6,500 SF secure communications and data processing facility.

5. U S Navy, Corpus Christi Naval Air Station, TX, Remodel Hanger 42 for Mine Warfare Helicopter Maintenance & storage.

Spencer, P.E. has performed trouble-shooting and has installed Dranitz and RPM equipment to record surges and other unknown disturbances. Gerald R. Spencer, P.E. has isolated and defined surge problems, and then provided or designed solutions to fix these problems. We normally install the current transformers and voltage connections ourselves at foreign locations and at secure locations. We have not had an accident in over 50 such locations.

PEAK LOAD SHAVING STUDIES


Gerald R. Spencer, P.E. has performed peak shaving studies for Fort Sam Houston and Fort Bliss that justified the installation of an FM controlled relay system. Gerald R. Spencer, P.E. has performed load shedding and power factor correction studies that reduced electrical demand charges (costs) from the power supply companies. Gerald R. Spencer, P.E. utilizes in-house computer programs that perform short circuit calculations for each possible location of a fault to determine the interrupting capacity requirements for protective devices. Gerald R. Spencer, P.E. uses the Elite Short Circuit Program for short circuit calculations.

ELECTRICAL SWITCHGEAR


Gerald R. Spencer, P.E. is the EOR for the design and the construction of Switchgear modifications and additions for controlling three 1350 KVA generators, one 2000 KVA generator, and two 3000 KVA transformers with closed transition switching for NASA-JSA Fight Critical Power Systems. This switchgear was exposed to 160,000 amp symmetrical fault current and was braced for 100,000 amp fault capacity. Gerald R. Spencer, P.E. is the Engineer or Record for many other Flight Critical Switchgear systems in other NASA buildings, with less capacity. Gerald R. Gerald R. Spencer, P.E. is registered electrical engineer with experience at the Engineer of Record (EOR) responsible for the design and the construction of the electrical systems for more than 1300 privately funded projects and publicly funded construction, improvements and remodeling projects.


These federal projects required a knowledge of DoD Criteria, Corps of Engineers Technical Manuals, NASA, USAF, NIMA, and Department of State Design Guidelines, plus the rules and regulations governing military construction acquisition FAR's and DFAR's. Federal projects normally require that we document all of our design calculations and all of our design decisions into a Formal Report or Design Analysis to justify our systems design configurations, system calculations and design decisions.
