1.
ELECTRICAL
SYSTEMS:
Gerald R. Spencer, P.E. is the Engineer of Record (EOR) for the design of electrical systems in more
than 1,200 construction projects over the past 40 years. Gerald R.
Spencer, P.E. has experience
in the design of electrical systems such as lighting, power distribution,
emergency power generation, primary voltage underground distribution,
primary voltage overhead exterior power distribution, fire alarm systems,
security systems, communication systems, closed circuit television systems,
jail security systems, nurse call systems, CA scan equipment installations,
X-ray equipment installations, un-interruptible power supply systems, indoor
12.47KV power distribution systems, 400-cycle power distribution systems and
isolated ground systems. Gerald R. Spencer, P.E. is the AE for the construction, expansion,
and/or modification of interior primary electrical distribution voltage
systems construction and exterior primary electrical distribution voltage
systems on military bases. Gerald R. Spencer, P.E. has designed modifications to the electrical
overhead and underground 12.5 KV and/or 13.8 KV primary site distribution
systems at NASA-JSC, Ft. Hood, Ft. Polk, Kelly AFB, Lackland AFB, Ft. Bliss,

electrical distribution voltage systems for more than 200 projects on
military bases. Gerald R. Spencer, P.E. has designed modifications to the electrical overhead
and underground 12.5 KV and/or 13.8 KV primary site distribution systems at
NASA-JSC, Ft. Hood, Ft. Polk, Kelly AFB, Lackland AFB, Ft. Bliss, Red River
Army Depot and Ft. Sam Houston. These infrastructure utility systems
included pole mounted substations, pad mounted substations, street lighting,
traffic control, telecomm data transmission media distribution, CATV cable
distribution, and building control system data transmission media
distribution.
2. ONE-LINE DIAGRAMS:
Gerald R. Spencer, P.E. has prepared one-line diagrams or
documentation for modifications to existing one-line diagrams for more than
1,200 projects. Such diagrams may be as simple as a residence or as complex
as the NASA-JSC Mission Control Center. We employ the SKM software package
which generates one-line diagrams and is interactive with various design
engineering analyses.

ELECTRICAL
SWITCHGEAR:
Gerald R.
Spencer, P.E. is the
Engineer or Record for Switchgear controlling three 1350 KVA generators, one
2000 KVA generator, and two 3000 KVA transformers with closed transition
switching for NASA-JSA. This switchgear was exposed to 160,000 amp
symmetrical fault current and was braced for 200,000 amp fault capacity.
Gerald R. Spencer, P.E. is the Engineer or Record for many other Switchgear with less capacity.
Gerald R. Spencer, P.E. is the AE of record for several 12.47KV indoor enclosed electrical
switchgear projects for EXXON, USA. Gerald R. Spencer, P.E. is the AE of record for the
modification and additions to the NASA-JSC 12.47 KV - 250MVA switchgear
service to the main site.
4.
FIRE ALARM
SYSTEMS:
Gerald R.
Spencer, P.E. is the AE
of record for the 3500 detector Fire Alarm System at NIMA - St. Louis AS.
Gerald R. Spencer, P.E. designed this system to replace the outdated system with the new
FLASH-SCAN technology that will scan the system for alarms every 8 seconds.
The Fire Code committees are considering changing the allowable maximum scan
time to something less than the current 90 seconds. This new technology
will allow NIMA a longer time before the next fire alarm system replacement
is required. Gerald R. Spencer, P.E. has been the engineer or architect of record on many
projects. We perform life safety analysis on all projects and work with
MIL-HDBK-1008C on a regular basis. Rolfe Jensen & Associates, Inc., and HSB
Professional Loss Control are available as consultants for fire protection
system design and analysis. These firms have registered professional fire
protection engineers.
5.
SHORT CIRCUIT STUDIES:
Gerald R. Spencer, P.E. utilizes in-house computer programs that perform short circuit
calculations for each possible location of a fault to determine the
interrupting capacity requirements for protective devices. Gerald R.
Spencer, P.E. uses the
Elite Short Circuit Program for short circuit calculations.
6.
PROTECTION DEVICE COORDINATION STUDIES:
Gerald R. Spencer, P.E. uses in-house computer programs that have time-current curves for most
of the protective devices (fuses and circuit breakers) commercially
available plus the capability to generate time-current curves for static
electronic-controlled power operated circuit breakers at all available
settings. Gerald R. Spencer, P.E. uses the Elite Protection Device Coordination Program for
protection device coordination studies.
7.
PEAK LOAD SHAVING STUDIES:
Gerald R. Spencer, P.E. has performed peak shaving studies for Fort Sam Houston and Fort Bliss
that justified the installation of an FM controlled relay system.
Gerald R. Spencer, P.E. has
performed load shedding and power factor correction studies that reduced
electrical usage.
8.
LIGHTNING/SURGE STUDIES:
Gerald R. Spencer, P.E. is the AE of record for more than 10 new telephone company electrical
services that have lightning/surge protection. Gerald R. Spencer, P.E. has performed
trouble-shooting and has installed Dranitz and RPM equipment to record
surges and other unknown disturbances. Gerald R. Spencer, P.E. has isolated and defined surge
problems, and then provided or designed solutions to fix these problems. We
normally install the current transformers and voltage connections ourselves
at foreign locations and at secure locations. We have not had an accident
in over 50 such locations.
9. GROUND POTENTIAL RISE STUDIES:
Gerald R. Spencer, P.E. is aware of ground potential rise and its causes. Gerald Spencer is
familiar with the methods and remedies in Electrical Transmission &
Distribution Reference Book by Westinghouse.
10.
NEUTRAL GROUNDING STUDIES:
Gerald R. Spencer, P.E. has economically studied the power systems at NASA-JSC and added
resistors to the source neutral-ground to reduce available fault current
requirements of various items of equipment.

LOAD FLOW STUDIES:
We use the SKM program to automatically calculate load carried at any
distribution point through looped services with various switching conditions.

RELIABILITY AND
REDUNDANCY:
Gerald R. Spencer, P.E. has experience in defining the reliability of existing electrical
service and designing reliability and/or redundancy systems, e.g., parallel
primary distribution feeders to building transformers, parallel building
transformers, power condition equipment, uninterruptable power supplies,
dual feed from the power company, sectionalized ring buses for power company
voltage, multiple power company transformers and emergency power generators.

PROCEDURES TO ELIMINATE OR MINIMIZE SERVICE OUTAGES TO BUILDINGS:
Gerald R. Spencer, P.E. has designed many electrical service change-outs that were accomplished
without loss of service to the entire building and only short outages for
changeover of individual loads to the new electrical service.

CIRCULATING CURRENT ANALYSIS:
Gerald R.
Spencer, P.E. uses
Reliable Power Meter instruments and Reliable Power Meter Professional Power
Recorder System software to analyze output data and to determine the power
condition at various points within building power systems. Our formal
reports to Owner/User are written so that a layman can understand the data.
We normally install the current transformers and voltage connections
ourselves at foreign locations and at secure locations. We have not had an
accident in over 50 such locations.

power company designs and installs the electrical service and also for

CORRECTION:
Gerald R.
Spencer, P.E. has
performed many power factor correction economic life cycle cost analysis to
economically justify the cost of the installation of capacitors. These
studies have included systems for entire buildings and sub-systems for
individual motors. We have formally analyzed the operation of synchronous
motors at the Houston Main Post Office because these motors require special
care and analysis to minimize economic electrical demand charges by the
power company.

EMERGENcY OPERATING CENTER DESIGN:
Gerald R.
Spencer, P.E. is the AE of record for many
SCIF facilities, Airport Control Towers, Secure Department of State Communications
Centers, one FBI fall-out shelter, and other emergency operating centers where
operations needed to occur at all times without regard to the commercially
provided infrastructure utilities. Gerald Spencer, PE is the EOR for the HVAC and electrical for facilities that are required to be
operational during times when normal power and other utilities are not
available. Gerald R. Spencer, P.E. has extensive experience in the installation of diesel
engine, natural gas engine, and turbine engine driven electrical standby
power generators. Most of our diesel and gas turbine experience has been
for Southwestern Bell Telephone Company UPS projects. A natural gas engine
generator was installed at the Brazoria County (TX) jail. The largest
diesel engine generator installation (two 1250 KVA generators) was for the
DFW airport FAA facilities. Gerald R. Spencer, P.E. has also provided new switchgear and

utilizes Corps of Engineers and Navy guidelines to specify telephone systems
for single buildings. Where large, extensive new or replacement
telecommunications infrastructure systems are needed, we recommend a
telecommunications consulting firm such as TRC Engineering Services, Inc. or
the telecommunications engineering staff of the local telephone company be
consulted. TRC has experience forecasting future telephone service
requirements and capital investment requirements. They have also served as
an impartial negotiator to resolve contractual matters between independent
telephone companies, cooperatives, toll collecting companies, and utility
commissions. Telecommunications engineering includes switch specifications,
bid evaluations, delivery and installation scheduling, periodic inspections
during installation, progress reporting, commissioning and final acceptance

TELECOMMUNICATION FACILITIES DESIGN:
Gerald R. Spencer, P.E. has 20 years’ experience in the design of the HVAC and electrical
systems for electronic telephone communications facilities. We also have
extensive experience with the installation of all types of computers
including the CRAY I super computer. Gerald R. Spencer, P.E. is veterans in the field of 400 Hz
power generation and distribution for super computers and avionics, trouble
shooting electronic telecommunication and computer installations for the
sources of transients, and designing UPS systems. Gerald R. Spencer,
P.E. has worked closely
with Southwestern Bell Telephone Company (SWBT) in the design of new and
remodeled buildings for their equipment. This included air conditioning and
heating, fire detection, fire alarm, electrical power, emergency electrical
power, lighting, and in special cases under floor air conditioning and Halon
fire suppression for computer equipment. Temperature and humidity control
with redundant back-up is a standard requirement for these facilities.

DIFFICULT
ELECTRICAL ENGINEERING PROBLEMS:
Gerald R. Spencer, P.E. has field evaluated electrical field problems, analyzed the field data
taken by Gerald R. Spencer, P.E., proposed solutions, and prepared drawings and specifications
to correct the problem for the following projects:
25.1.
Preliminary engineering reports and evaluation studies for NASA
Johnson Space Center:
25.2.
Gerald R. Spencer, P.E. studied the
reliability of the electrical service to the NASA Johnson Space Center data
processing systems using the U. S. Army Reliability Report Requirements for
Communications Networks. This involved a review of operational and
maintenance logbooks to develop a database of power failures and
disturbances.
25.3.
At NASA Johnson
Space Center Building 16, Gerald R. Spencer, P.E. field analyzed ground loops were causing
circulating currents on the single-point ground (Mecca ground system) for
the shuttle mock-up. This caused the zero reference for instrument
calibration to float, or change when an item of equipment was turned off or
on. We revised the electrical distribution system and the grounding system.
25.4.
Gerald R. Spencer, P.E. performed facility evaluations and studies of Exxon USA
Headquarters building to determine how much additional electrical load for
new data processing equipment could be added to the existing 12.47KV service
and indoor distribution systems.
25.5.
Gerald R. Spencer, P.E. performed facility evaluations and studies of Exxon USA
Headquarters building to determine how much additional electrical load for
data processing equipment could be added without modifications to existing
electrical service. We defined milestones where added load would decrease
reliability.
25.6.
Gerald R. Spencer, P.E. performed a study to define harmonic circulation currents at
different parts of the electrical distribution system at the Exxon USA
Headquarters building to document harmonic circulation currents prior to
adding new solid state elevator equipment.
26.
PHYSICAL security systems:
Gerald R. Spencer, P.E. is
the AE of record for security systems for detention facilities, secure
communications facilities, banks, space flight power and control systems,
warehouses and retail stores. We are familiar with TM 5-853-4 and biometric
identification control systems. Gerald R. Spencer, P.E. has been the AE for many detention
facilities, jails, banks, secure military facilities, and military
armories. Gerald R. Spencer, P.E. has been the AE for many security partition penetrations were
incorporated into the structure as security measures to prevent personnel
from passing through openings in ductwork and etc.
26.1.
INTRUSION DETECTION SYSTEMS:
Gerald R. Spencer, P.E. is the EOR for intrusion detection systems at many
facilities. The system at the Mine Warfare Center at Ingleside, TX,
consisted of a remote exterior door control, closed circuit TV door
monitoring and controlled access to classified data processing/simulation
areas. It encompassed an adjacent (connected) fire training building and
transmitted alarms to the central shore patrol (police). We have also
designed security systems for unattended arms storage at U. S. Army Reserve
Centers and forward ammunition storage sites (FASS) at Ft. Polk, LA.
26.2.
CONTROLLED ACCESS:
The Mine Warfare Center project included perimeter closed circuit TV
monitoring, remote exterior door control and keypad (or card key) access to
secure areas. Any unauthorized attempt to access these areas would trigger
alarms to the central shore patrol (police). Projects at NASA-JSC included
modifications to similar security systems.
26.3.
FORCED ENTRY EQUIPMENT (force
protection): Gerald R.
Spencer, P.E. has incorporated
forced entry rated equipment and safe areas into the design of remodeling of
the U. S. Consulate and the USIS Building at Mumbai (Bombay), India, The U.
S. Embassy at Nassau in the Bahamas, and at the U. S. Embassy in Copenhagen
Denmark. Gerald R. Spencer, P.E. is familiar with forced entry rated equipment.
27.
Communications security:
Gerald R. Spencer, P.E.
has experience designing impediments to the transmission of communications
that increase the level of security for communication systems.
Communication paths are generally airborne electronic eminencies, Data
Transmission Media (DTM) transmissions, electronic line carrier
transmissions, electronic ground carrier transmissions, Airborne voice air
wave transmissions, written word, and visual communications. Gerald R.
Spencer, P.E. personnel
are familiar with TM5-853-1, 2, 3, & 4.
27.1.
RF SHIELDING:
Gerald R. Spencer, P.E. is the AE of record for the Missile Maintenance and Testing Facility
Addition at the Red River Ammunition Depot. This facility is completely RF
shielded from outside radio signals. We have also designed other RF
shielded rooms for the U S Army and NASA-JSC. We know the details of
construction required for RF shielded construction.
27.2.
AIRBORNE SOUND ATTENUATION
DESIGN: Gerald Spencer has
performed acoustical sound attenuation calculations for the past 25 years.
Projects where Gerald Spencer accomplished the sound attenuation
calculations include the Jones Hall for the Performing Arts, and the
Auditorium at the King Abdulaziz Military Academy in Saudi Arabia. Mr.
Spencer can also provide solid-borne sound transmission calculations.
Hoover & Keith Acoustical Consultants have experience calculating airborne
acoustical sound transmission and designing systems to minimize (eliminate)
airborne and structure borne sound transmission.
27.3.
LINE CARRIER SECURITY:
Gerald R. Spencer, P.E. is familiar with the RFI-EMC line carrier suppression system that is
installed at the NASA-JSC Mission Control Center (MCC) on the incoming
power.
27.4.
ELECTRONIC DATA TRANSMISSION
MEDIA SECURITY: Gerald R.
Spencer, P.E. is familiar
with physical security requirements and RFI-EMC protection requirements for
the NASA-JSC Mission Control Center data transmission media.
27.5.
BUILDING GROUND CARRIERS:
Gerald R. Spencer, P.E. has designed separate ground systems that allow security isolation of
the communications and data processing systems from the building ground.
The U S Navy Fleet Mine Warfare Center has an isolated/separate ground
system designed by Gerald R. Spencer, P.E.. NASA has the “MECCA” separate ground system for the
shuttle mock-up system that duplicates the spacecraft. We have analyzed and
solved various grounding problems and designed modifications to correct
those deficiencies for the shuttle mock-up and other facilities.

DIFFERENT POWER DISTRIBUTION PROJECTS IN CLASSIFIED AREAS that incorporated
