SUMMARY
Gerald Spencer is the CEO and 100% owner of Architecture & Engineering multi-discipline
design firm
specializing in Federal Government facility construction since 1968. Extensive experience as a multi-discipline
design AE project manager and Engineer of Record (EOR)
for more than 200
federal construction projects in the last 41 years. This includes
remodeling projects, and new construction projects. Gerald Spencer was
also the Mechanical and Electrical designer and the EOR for most of these projects.
Gerald Spencer has prepared more than 200 Final Government
Construction cost estimates (refer to
Construction cost Estimating
) that were used in the FAR and DFAR bidding process and the construction
contract award process for acquisition of Federal Government Construction
Contracts.
Gerald Spencer was appointed to City of Houston Plumbing
Review Board in 1970 and has been re-appointed by each mayor since 1970.
He is now currently the chairman of that
City Government Board.
Gerald Spencer has extensive experience as the Mechanical and/or Electrical EOR
for more than 1300 construction projects during the past 44 years. These
projects include educational projects, medical projects, research laboratory
projects, military housing projects, space simulation projects, cryogenic
projects, HVAC rehabilitation and correction projects, electrical renovation
projects and high rise construction projects. This
includes HVAC systems as large as 8000 tons, and plumbing systems to 13 floors
in height, various types of facility fire suppression and smoke control systems.
This also
includes interior and exterior lighting systems, interior and exterior power
distribution systems, un-interruptible power systems, single and parallel
diesel and gas turbine driven generator installations, computer power
conditioning systems, electrical overhead and underground primary distribution
systems 15KV and 35KV class, specialized data processing power systems &
grounding systems, shuttle flight critical power and grounding systems,
computer rooms, and x-ray machines. This includes medical research and
patient care projects at The Methodist Hospital and the M D Anderson Cancer Center - Smith Research Laboratory,
This includes radio frequency
shielded design for U S Army missile maintenance facilities.
EOR for the
design of the air conditioning, heating and ventilating systems in more than
1,200 construction projects over the past 30 years.
EOR for
HVAC systems such as side
pocket VAV, dual duct VAV, single duct VAV, bypass multizone, single zone
constant volume, chilled water return for reheat, cooling coil bypass, hot gas
heat reclaim, evaporative cooling, enthalpy control, chilled water, direct
expansion, steam heating, direct gas-fired heating, laboratory ventilation,
variable volume fume hood exhaust, variable volume OSA supply. Gerald
Spencer has
designed many nonstandard HVAC systems for special applications and energy
conservation.
Gerald Spencer has extensive construction contract
administration
experience plus general contractor experience when clients have requested that Gerald
Spencer also be the general contractor in order to expedite the construction.
These projects include health care facilities,
medical & chemical research laboratories, computer equipment rooms, high rise
buildings up to 19 floors, office buildings, hotels, educational facilities,
aircraft control towers, army ammunition plants, food service facilities,
warehouses, hazardous waste processing facilities, radioactive nuclear
materials (plutonium) laboratory production facilities, dormitories, barracks,
and military family housing projects.
Gerald Spencer has certificates from U S Army for completing the
(EMCS) energy management control systems course, the U S Army environmental
engineering course, and the U S Army M-CACES (Computer Aided Cost Estimating
System) course.
Gerald Spencer has been using PC computers for engineering calculations
and word processing since 1979.
Gerald Spencer has prepared more than 100 formal energy analysis with
formal life cycle cost analysis and formal reports completed for several
Government Agencies over the past 20 years.
Gerald Spencer has performed trouble shooting to solve irregular HVAC,

Level Calculations), OUTPOINT point by point vertical and horizontal lighting
levels for outdoor lighting, INPOINT point by point vertical and horizontal
lighting levels for indoor lighting, Harmonic Circulating Current Analysis –
Dranetz & RPM, Constructor - Constructs and tests ladder diagrams and imports
them into AutoCAD drawings, Quicksize – Sizes Engine Generators, and Gen Size

drive testing and training.
Gerald Spencer is an expert operator of AutoCAD 2010, Intergraph Microstation , Elite EZ-LCCID Life Cycle Cost Analysis, and AutoDAC Lisp
Programmer. Adequate dBase programmer, but not an expert.
Gerald Spencer is an expert operator of Microsoft® Word, Wordperfect®, Microsoft®Excel, Microsoft®Office, Pagemaker and other Desktop
publishing programs.
Gerald Spencer is the EOR for Federal Government
Project Hard Metric Designed Projects, plus foreign project soft metric design
experience since 1980.
Gerald Spencer is the Specification writer for Architectural,
Civil, Structural, Mechanical and Electrical Project Specifications on more
than 75 Federal Government construction projects.
Gerald Spencer is the EOR for many control &
instrumentation systems including many SCADA, UCS, EMCS, PLC, DCS (up to 16,000
points), CPU, and PID systems.
Gerald Spencer is the EOR for Mechanical and
Electrical Seismic Risk Reduction construction modification projects in St.
Louis, India, Chile and Bahrain. He is familiar with FEMA seismic force resistance
design.
Gerald Spencer maintained active DoD Personal Security Clearance and
DoD Facility Security Clearance until Fall 2002.
Gerald Spencer is the EOR for the
design and installation of
all types of emergency power systems including diesel engine, natural gas
engine, and turbine engine driven electrical standby power generators,
including new switchgear and controls for four 1350 KVA generators
with parallel 3000 KVA transformers for the Mission Control Center at NASA-JSC.
The largest gas turbine engine generator (750 KVA) where Gerald Spencer is
the EOR was installed the
Southwestern Bell Telephone Company. Many of these projects had multiple
engine generators that were controlled by programmable controllers. Gerald
Spencer, PE is the EOR for the construction of more than 25 engine driven power
generation systems.
Gerald Spencer is the EOR for
all types of plumbing systems
such as high rise domestic cold and hot water pressurization, fire standpipes,
fire sprinklers, domestic hot water generation by heat of compression reclaim,
medical gas distribution systems, laboratory services, sewage treatment, water
wells, domestic water systems, storm sewer systems, sanitary sewer systems,
natural gas distribution systems, backflow prevention systems, gray water
systems and Halon fire protection systems. Personal experience includes

years on the City of Houston Plumbing Review Board. Performed an energy
management function on most of our construction projects for the past 41
years.
Gerald Spencer is the EOR for the design of all
types of energy management systems that control the cycling of energy
consuming equipment according to a preset program for the optimum use of
energy.
Gerald Spencer is the EOR for the design of radio
control of electrical loads for the purpose of load shedding to reduce
electrical demand charges. We consider small subsystems such as adding
capacitors to motors for power factor improvement. Often a project requires
the preparation of formal reports to justify the expenditure of funds for
improvements or new construction. These reports take into consideration all
capital investment, operating costs, taxes, interest, maintenance and
replacement costs on a life-cycle cost analysis basis.
Gerald Spencer is the EOR for
the design of industrial
piping systems and with steam and process distribution piping design in
refineries. Gerald Spencer is the AE of record for chilled water for systems
as large as 12,000 tons, steam piping for pressures as high as 400 psig and
condenser water systems as large as 12,000 tons.
