construction of environmental systems to comply with EPA
regulations.

ENVIRONMENTAL
ENGINEERING:
We include environmental engineering design of systems and plants when
required to implement the recommendations made by NASA, US Army, USAF, or
separate environmental
engineering consultant firms. These projects include aircraft wash rack water/oil
separators, slip-lining sanitary sewers to minimize exfiltration, plants for
ground water removal of contaminants, hazardous waste storage facilities,
and underground storage tanks for hazardous waste. Completed EPA

laboratory and research facilities:

the AE of record
and the EOR for the design and
the construction of the HVAC systems for many medical research laboratories
where bio-safety is the primary design concern. Projects include the M D Anderson
Surgical Research Laboratory, NASA Lunar Receiving Laboratory, The Methodist
Hematology Research Laboratory, The Methodist Hospital Immunology Research
Laboratory, Fort Sam Houston Institute of Surgical Research, and The Methodist
Hospital Brown Building. This includes more than 30 petrochemical
research laboratories, and more than 20 bio-safety medical analytical
laboratories.
3.
HAZARDOUS WASTE
OPERATING PERMITS:
Gerald Spencer, PE is the AE of record
for the NASA-JSC Class 2 hazardous waste operating
permit application to the TNRCC (Texas Natural Resources Conservation
Commission) for the construction and operation of the central hazardous
waste collection facility. The operating permit was granted.
4.
GROUNDWATER
CONTAMINATION REMOVAL:
Gerald Spencer, PE is the AE of record for the NASA-JSC aeration plant for removal of VOC
(Freon and Hydrazine) groundwater contaminants in the aquifer. The aquifer was contaminated with
Freon used for cleaning Hydrocarbons from space craft propulsion parts.
5.
UNDERGROUND
HAZARDOUS STORAGE TANK CERTIFICATION:
Gerald Spencer, PE has designed and certified several underground hazardous collection
piping systems and underground storage tank installations to be in
compliance with EPA requirements at NASA-JSC. This included all leak
detection and alarm systems.
6.
ASBESTOS
ABATEMENT:
EFI, Inc.
and Geo-Marine, Inc. can survey for asbestos and prepare contract documents
for the abatement of asbestos if found. EFI, Inc. and Geo-Marine, Inc. have
laboratories to analyze samples of any suspect material.
Gerald Spencer, PE is been the
AE of record for multiple asbestos abatement projects during the past 25
years.
Gerald Spencer, PE has surveyed facilities to discover and define the location of
asbestos materials used in the original construction. We have multiple
project experience preparing drawings and writing specifications for removal
procedures with methods of testing and sampling that are required for
competitive bidding of asbestos removal, abatement, and disposal. We are
familiar with OSHA and EPA requirements. When testing and sampling are
required, we call on EFI and Geo-Marine, Inc. as consultants for asbestos
survey and abatement design.
7.
LEAD BASED PAINT
ABATEMENT:
We use
Lead Based Paint Detection Corp. (LBP) as consultants for lead based paint
lead content detection. They know the latest regulations and guidelines
pertaining to lead hazard reduction. They use portable X-ray fluorescence (XRF)
paint analyzers to test the existing paint for lead. LBP is currently
performing lead based paint survey and abatement services at Lackland AFB,
TX as our consultant.
Gerald Spencer, PE has been the AE of record for multiple chlordane
risk reduction projects during the past 10 years.
Gerald Spencer, PE has surveyed
facilities to discover and define the location of lead based paint used in
the original construction.
Gerald Spencer, PE has multiple project experience preparing
drawings and writing specifications for chlordane risk reduction procedures
with methods of testing and sampling that are required for competitive
bidding of lead based paint abatement and risk reduction. We are familiar
with OSHA and EPA requirements.
8.
CHLORODANE RISK
REDUCTION:
EFI,
Inc., ENSR, and Geo-Marine, Inc. can survey for chlordane and prepare
contract documents for the risk reduction of chlordane if found. EFI, Inc.,
ENSR, and Geo-Marine, Inc. has laboratories to analyze samples of any
material suspected of containing chlordane.

for multiple chlordane risk reduction projects during the past 10 years. Gerald
Spencer, PE
has surveyed facilities to discover and define the location of chlordane
containing material used in the original construction.

chlordane risk reduction procedures with methods of testing and sampling
that are required for competitive bidding of chlordane risk reduction
projects. We are familiar with OSHA and EPA requirements. When testing and

abatement services at Lackland AFB, TX as our consultant.
9.
PCB SURVEY &
REMOVAL:
ENSR,
Inc. can survey electrical equipment for PCB content and prepare contract
documents for the removal of PCB if found. ENSR, Inc. has laboratories to
analyze samples of any material suspected of containing PCB.

the AE of record for several PCB removal projects during the past 10 years.
Gerald Spencer, PE has surveyed facilities to discover and define the location of PCB
containing electrical equipment used in the original construction.
Gerald Spencer, PE has
multiple project experience preparing drawings and writing specifications
for PCB removal procedures with methods of testing and sampling that are
required for competitive bidding of PCB removal projects. We are familiar
with OSHA and EPA requirements. When testing and sampling are required, we
call on ENSR as our consultants for chlordane survey and abatement design.
We have used ENSR to perform PCB detection survey and removal services at
Lackland AFB, TX.
10.
MEDICAL SAFETY
DESIGN:
Mr.
Erle
Janssen, CIH is an expert in establishing environmental health and safety
programs and developing cost-effective solutions to problems. He has
experience in medical hazardous waste, including incineration. Mr. Janssen
is responsible for the operation and management of the M D Anderson
Environmental Health and Safety Department. As the Biosafety Officer, he
implements the institution’s biosafety program by:
10.1.
Ensuring the certification and monitoring of physical containment equipment
and areas and ensuring proper handling and relocation of hazardous
materials;
10.2.
Promoting the development of an institutional biosafety program;
10.3.
Advising the administration and Institutional Biosafety Committee on the
design or renovation of biohazard facilities;
10.4.
Monitoring hazardous waste management programs;
10.5.
Establishing educational programs about good laboratory practices and the
handling and disposing of hazardous substances;
10.6.
Attending meetings and training programs on environmental health and safety;
10.7.
Advising investigators on the purchase and use of physical containment
equipment;
10.8.
Supervising spill clean-up, decontamination operations and breaches of
containment;
10.9.
Representing the institution’s administration in safety and biosafety
matters; and
10.10.
Providing guidelines on the containment, handling, licensing and operation
of the cyclotron radioisotope production facility.
