Spencer Engineers, Inc. (SEI)  is the AE of Record and Gerald Spencer, P.E. is the MEP Engineer of Record for the design of many NASA construction & planning projects including the 57 projects as follows:

NASA-JSC - BLDG 31 - MASS SPECTROMETER LABORATORY - $750,000 - Remodeling of existing facility.  New Perchloric Acid Hoods & scrubbers.

NASA-JSC - BLDG 16 MODIFICATIONS FOR SHUTTLE FLIGHT SIMULATOR FACILITY - $450,000 - Remodeling of existing high bay into flight simulator facility

NASA-JSC - BLDG 7 MODIFICATIONS FOR EXTERNAL VEHICULAR ACTIVITY FACILITY - $1,100,000 - Remodeling and additions to existing Vacuum Vessel as required for development of space hardware and space suits for the space laboratory project.

NASA-JSC - BLDG 226 - SOLAR SIMULATION LABORATORY$1,000,000 - Remodel existing building

MIST PROGRAM TEST, BUILDING 32J (INCLUDING $2,000,000 GFE EQUIPMENT) - $1,360,000 - This project is an Energy test facility to test total energy consumption, heat reclaim, power generation, water treatment, sewage treatment, and recycling of all water.  We were employed directly by NASA Johnson Space Center, Houston, Texas.

NASA-MSC BUILDING 35A - HOUSTON, TEXAS - $850,000 - This project is a high bay laboratory.  We were MEP engineering consultants.

Ellington - Aircraft wash rack to comply with EPA regulations - $101,000.00 - This project designed a system to separate the rainwater and the aircraft wash waste water from the common area of the ramp that is used for aircraft washing.

ELLINGTON - AIRCRAFT TAXIWAY REPAIRS - $500,000

NASA-JSC - BLDG 9 - spacecraft parts plating shop modifications for EPA REGULATIONS COMPLIANCE- $180,000

ELLINGTON - REPAIR FLIGHT OPERATIONS hanger remodel building 135 - $325,000

 HIGH PRESSURE CRYOGENIC PUMPING SYSTEM - PROJECT 72-1034 - 1972 - This Project involved modifications to the Cryropumping systems at Chamber A and Chamber B at JSC.  This included modifications to the Helium refrigeration system.  We were employed directly by NASA Johnson Space Center, Houston, Texas.  Joe Fulton at JSC was the project manager.- This project involved the modification of the LIN heat to the existing LIN Tank farm and LIN pumping to the Helium Refrigeration System and the LIN Heat Shields.  We were employed directly by NASA Johnson Space Center, Houston, Texas.  Joe Fulton at JSC was the project manager.

RADIANT HEATING TEST EQUIPMENT INSTALLATION - PROJECT 72-2029 - BUILDING 260 - 1971 - This project involved the installation of 10MW of artificial solar radiant heating equipment for a solar radiation simulation test facility.  We also designed the installation of the Ignitron system to power the solar simulation equipment.  We also designed the installation of a space chamber in which the solar simulation tests were performed.  We also designed the Space Chamber which was actually a modification of a surplus altitude chamber that was installed at the Rocketdyne engine test facility in Reno, Nevada.  We were employed directly by NASA Johnson Space Center, Houston, Texas.  Joe Fulton at JSC was the project manager.

RADIANT HEATING TEST EQUIPMENT SUBSTATION AND INSTALLATION - PROJECT E-101 - BUILDING 13 - 1971 - This project involved the installation of a new 5MW sub station that powers a solar radiation simulation test facility.  This project also included the heat shield cooling system for the test vessel, which was water cooled in lieu of cryogenic system.  Jim Willis at JSC was the project manager.

FLASH EVAPORATOR TESTING BUILDING NO. 7 - 1976 - This project involved the design of a vacuum vessel as required to test the cooling effect of waste water evaporation in space as required for equipment cooling.  We were employed directly by NASA Johnson Space Center, Houston, Texas.  John Welch at JSC was the project manager.

MANWAY FOR ACCESS TO MAN RATED CHAMBER VACUUM PIPING SYSTEM - PROJECT 72-2075 - 1973 - This Project involved modifications to provide access to the rough vacuum piping that serves Chamber A and Chamber B at JSC.  We were employed directly by NASA Johnson Space Center, Houston, Texas.  Bill Metcalf at JSC was the project manager.

LIN CRYOGENIC PUMPING SYSTEM MODIFICATIONS - PROJECT 72-2073 - 1972 - This Project involved modifications to the Cryropumping systems at Chamber D and Chamber E in building 33 at JSC.  We were employed directly by NASA Johnson Space Center, Houston, Texas.  Joe Fulton at JSC was the project manager.

SOLAR SIMULATOR COOLING SYSTEM MODIFICATIONS - PROJECT 72-2029 - 1972 - This Project involved modifications to the Solar Simulator cooling systems at Chamber A and Chamber B at JSC.  We were employed directly by NASA Johnson Space Center, Houston, Texas.  Gene Burton at JSC was the project manager.

ULTRA-HIGH VACUUM TEST FACILITY - BUILDING 33 - 1965 - This project was a test facility to house non-man rated altitude chambers D, E, and several other smaller chambers.  Gerald R. Spencer was the EOR for the design of the Cryogenic systems that served the various test chambers.  This included the LIN circulation systems, Cryropumping systems, solar simulation, LIN Storage Tank Farm, LIN distribution piping, and the LOX system.  Mr. Spencer was in the employ of another engineer at the time of this assignment.

MODIFICATIONS TO LIN CIRCULATION SYSTEM AND CHAMBER A & B MODIFICATION - PROJECT 72-1011 - 1972 - This project involved the addition of LIN Tank storage to the existing LIN Tank farm and LIN pumping to the Helium Refrigeration System and the LIN Heat Shields.  We were employed directly by NASA Johnson Space Center, Houston, Texas.  Joe Fulton at JSC was the project manager.

REHABILITATE SPACE ENVIRONMENT SIMULATION CHAMBER SYSTEMS - 1993 - $7,000,000 - PER to rehabilitate Vacuum systems, Roots Blowers, Stokes Reciprocating Pumps, LIN piping insulation, and controls,

NASA-JSC - 1992 - BUILDING 16 - LAUNCH PROCESSING FACILITY - 3,000 SF computer facility expansion of existing data processing facility.

NASA-JSC - 1992 - BUILDING 5 - MODIFICATIONS TO CREW TRAINING - Added 2500 SF - 2,500 SF computer floor mezzanine addition for computer equipment expansion.

NASA-JSC - 1992 - BUILDING 17 - CENTRAL AVIONICS / SOFTWARE DEVELOPMENT FACILITY - Remodeled 24,000 SF of existing office space into data processing laboratory for Avionics Software Development.

 NASA-JSC - 1992 - BUILDING 16 ADDITION - $1,650,000 - This project is an addition to the Avionics Test Facility for the addition of a space flight celestial navigation simulation trainer.  This project is an addition to the Avionics Test Facility for the addition of a space flight celestial navigation simulation trainer.  Space included 10,000 sf  of computer floor.

NASA-JSC - 1990- BUILDING 16 - SAIL FLIGHT SYSTEM GROUNDING PROBLEM SOLVING - Field investigated and defined existing ground loops, harmonic circulations, and other electronic noise problems.  Designed remedial corrections to minimize problems.  Set standards for technicians to minimize future problems.

NASA-JSC - 1990 - BUILDING 5 - $450,000 - This project added a 1600 s.f. computer floor mezzanine around the existing SLS (Space Laboratory Simulator) to allow for the installation of additional computer equipment to serve the earth simulation of the tests before actual performance of the laboratory procedures in space.

NASA-JSC - 1990 - BUILDING 35 SMTF - $250,000 - This project added a 2500 s.f. computer floor to allow for the installation of additional computer equipment to serve the SMTF STEP 2/3 shuttle flight simulation/training operations.

NASA-JSC - BUILDING 16 - SHUTTLE FLIGHT SIMULATOR FOR SAIL PROGRAM - 1988 - $450,000 - This project involved the installation of isolated electrical power generation and distribution equipment, 400 HZ power generation and distribution system, raised computer floor, air conditioning and other modifications as required to convert a part of a high bay facility to a computer room with Shuttle Mock-ups used for Flight Training and Flight Mission project training.

NASA-JSC - BUILDING 16 - ROBOTIC ARM DEVELOPMENT LABORATORY - 1989 - $350,000 - This project involved the installation of electrical power generation and distribution equipment, raised computer floor, air conditioning and other modifications as required to convert a part of the mezzanine of a high bay facility to a computer room to house robotic equipment that will be used to train personnel to construct the Space Station.

NASA-JSC - BUILDING 16 - SHUTTLE ELECTRONIC SIMULATOR GROUNDING PROBLEM SOLVING - 1989 - $550,000 - Spencer Dunaway Jones & Smith, Inc. provided trouble shooting field work to locate the cause of and eliminate ground loops and power transients that were disrupting the computer operations.  We were successful in improving the reliability of the electrical service to the shuttle electronic simulator. 

NASA-JSC - BUILDING 30 - 1987 - $123,000 - MISSION FLIGHT CONTROL CENTER - MODIFY POWER DISTRIBUTION SYSTEMS FOR INCREASED RELIABILITY - We modified the existing power feeders and added panels in the mission control center for increased reliability of the electrical service to the space flight control equipment.

NASA-JSC - BUILDING 30 - 1989 - $1,310,000 - MISSION FLIGHT CONTROL CENTER - REPLACE "B POWER SWITCHGEAR" - This project required the replacement of the electrical service to the Space Flight Mission Control Center in order to accommodate the addition of one additional 1350 KVA engine generator that operates in parallel with three existing 1350 KVA engine generators and two 3000 KVA pad mounted transformers.  Closed transition switching from commercial power to site generated power was required.  We performed short circuit fault calculations for each of the possible operating conditions.  We performed breaker/fuse coordination studies to assure that branch faults would not trip circuit breakers ahead of the branch circuit breaker.

NASA-JSC - 1987 - STUDY OF SITE ELECTRICAL SERVICE RELIABILITY TO ELECTRONIC DATA PROCESSING EQUIPMENT.  RELIABILITY AND REDUNDANCY REQUIREMENTS: The reliability requirements for each building or load served needs to be determined and defined.  Last year Spencer Engineers, Inc. performed a study DEFINING THE RELIABILITY OF THE EXISTING ELECTRICAL SERVICE TO CRITICAL DATA PROCESSING SYSTEMS AT NASA-JSC according to U. S. Army Reliability report requirements for communications networks.  This involved a review of operational and maintenance logbooks to develop a data base of power failures MTBF and disturbances MTBD (Mean Time Between Failures or Disturbances) to data processing equipment caused by the power supply.  Some disturbances were unexplained and we were not able to determine the origin/cause of the disturbance.  The data base was analyzed to determine mean time between failures for the power serving each critical system.  The service systems can be modified to increase reliability and redundancy:

NASA-JSC - BUILDING 12 - 1988 - $210,000 - MODIFY POWER SUPPLY TO DATA PROCESSING EQUIPMENT - Replaced existing building service switchgear serving the flight critical computers.

NASA-JSC - BUILDING 35 - 1989 - $185,000 - MODIFY POWER SUPPLY TO DATA PROCESSING EQUIPMENT - Replaced existing building service switchgear serving the flight critical computers.

NASA-JSC - BUILDING 17 - 1989 - $160,000 - MODIFY POWER SUPPLY TO DATA PROCESSING EQUIPMENT - Replaced existing building service switchgear serving the flight critical computers.

NASA-JSC - BUILDING 4 - 1989 - $166,000 - MODIFY POWER SUPPLY TO DATA PROCESSING EQUIPMENT - Replaced existing building service switchgear serving the flight critical computers.

NASA-JSC, design of a ground water contamination remediation plant to eliminate contamination of the aquifer, 1991.

NASA-JSC, design of a collection and treatment system for hydrazine - (rocket fuel) contaminated storm water runoff, 1993.

NASA-JSC, design of a central hazardous waste facility to store, sort, test, and process all miscellaneous hazardous waste including liquid and solid wastes, old batteries, motor oil, and photographic processing waste, 1992.

NASA-JSC, design and installation supervision of several hazardous waste collection and storage systems and compliance with EPA regulations certification, 1987-1993.

NASA-JSC, design of Phase 1 of a sanitary sewer upgrade and lift station, 1994.
