telecommunications systems design:
Private
facility projects generally have the owner's personnel negotiate with the
various telecommunications companies to determine the scope of the
telecommunications services and to contract for these installations.
Spencer Engineers, Inc. (SEI) normally provides an empty conduit system for these owner furnished facilities
that will be installed by a separate contract between the facility owner and
a telecommunications company.
On
Federal and military projects, the rotation of personnel will usually mean
that the personnel occupying the facility during the design will be
different that the personnel occupying and operating the facility after it
is constructed. DoD facility AE design contracts often requires that the AE determine the
telecommunications requirements for the facility. In these cases, SEI
has specified the telecommunications systems and equipment for construction
and installation into these facilities. When this is
required, SEI
utilizes Corps of Engineers and Navy guidelines to specify telephone systems
for these facilities. These system selection decisions are very
subjective, subject to personal opinions, and not easily justified
technically or economically. Some base commands have individuals
or units that are in charge of
telecommunications design, and SEI utilizes their design decisions and
incorporates this design into the Construction Contract Documents.
Where large, extensive new or replacement telecommunications infrastructure
systems are needed, we recommend a telecommunications consulting firm or
the telecommunications engineering staff of the local telephone company be
consulted. Experience forecasting future telephone service
requirements and capital investment requirements must be documented and
agreed before construction is started. Telecommunications engineering includes switch specifications,
bid evaluations, delivery and installation scheduling, periodic inspections
during installation, progress reporting, commissioning and final acceptance

TELECOMMUNICATION FACILITIES DESIGN:
SEI has 20 years’ experience in the design of the HVAC and electrical
systems for electronic telephone communications facilities. We also have
extensive experience with the installation of all types of computers
including the CRAY I super computer. SEI is veterans in the field of 400 Hz
power generation and distribution for super computers and avionics, trouble
shooting electronic telecommunication and computer installations for the
sources of transients, and designing UPS systems. SEI has worked closely
with Southwestern Bell Telephone Company (SBC) in the design of new and
remodeled buildings for their equipment. This included air conditioning and
heating, fire detection, fire alarm, electrical power, emergency electrical
power, lighting, and in special cases under floor air conditioning and Halon
fire suppression for computer equipment. Temperature and humidity control
with redundant back-up is a standard requirement for these facilities. SEI
provided the mechanical and electrical design for the construction of more than 15 SBC (Southwestern
Bell Telephone - Houston) electronic switching buildings or building
modifications:
